Sealed Waste Removal Bids for the Town of Geneva

ADVERTISEMENT FOR BIDS

Notice is hereby given by the Town of Geneva, Indiana that sealed proposals will be received at the office of the Clerk-Treasurer of the Town of Geneva, Indiana until 4:00 p.m. on August 12, 2025, and such bids will be publicly opened and read aloud at 6:30 p.m. on August 12, 2025, for all municipal and residential waste to be collected in the Town of Geneva, Indiana, such bids to be contracted from award of contract through January 31, 2029.

The bidder’s proposal shall include: 1) a three (3) year contract with the Town’s option, in the Town’s sole discretion, to extend for an additional three (3) year term for the weekly curbside collection of waste for Geneva and Ceylon (on Wednesdays); 2) said contract to commence February 1, 2026; 3) said contract to be payable in thirty-six (36) equal installments within fifteen (15) days of the end of each calendar month; 4) including watertight one or two 95 gallon containers per household (see below); 5) said contract to include waste containers to be provided by contractor for each property owner from which waste is collected; 6) said contract to set forth contractor’s obligation to collect said waste in a sanitary and workmanlike and acceptable manner and to transport and dispose of said waste in a manner to avoid spillage thereof upon the streets of the Town or the property of residents and to further dispose of said waste at bidder’s expense in an approved sanitary landfill or other approved facility in a manner in accordance with the laws and regulations of the County of Adams, the State of Indiana and the United States; 7) an alternate bid for recycling pickup; 8) an alternate bid for an “Amnesty Week” when items deposited at a central location may include tires, paint and household chemicals; 9) Contractor to be bonded and insured with terms as set forth in the specifications; 10) and to meet all specifications as set forth by the Town of Geneva, Indiana as located in the Clerk’s office of said Town.


Additional Bidding Information: There were an average of 578 residential customers in Geneva and Ceylon in 2019 with 750 95-gallon containers used for curbside pickup. In addition, there is multi-family residential waste pickup that shall include: 1) a 2 yard dumpster at Stratton Place to be collected as needed; 2) two 3 yard dumpsters at the Trailer Park to be collected as needed; 3) two 4 yard dumpsters at Geneva Shores to be collected as needed; 4) a 4 yard dumpster at Limberlost State Historic Site to be collected as needed; 5) a 6 yard dumpster at Limberlost State Historic Site to be collected as needed; and 6) a 6 yard dumpster at Lake of the Woods to be collected as needed; 2)


In addition to residential waste pickup, municipal waste pickup shall include: 1) a 4 yard dumpster at the Wastewater Treatment Plant to be collected as needed; 2) a 6 yard dumpster at MVH to be collected weekly; 3) two 95 gallon containers at Affolder Park to be collected as needed; 4) eight 95 gallon containers at the municipal ball diamonds to be collected as needed during summer months; 5) two 95 gallon containers at the Town Hall to be collected as needed; and 6) two 95 gallon containers at Fire Station to be collected as needed. This bid shall also include large and heavy items that can be picked up the first Wednesday of each month curbside for residential customers, or four 40 cubic yard waste containers twice a year that will be placed at the brush site on dates to be determined by Town Council for Heavy Trash Day. (Do not accept hazardous materials.)

All bids shall be accompanied with a bond or certified check in the amount of Fifty Dollars ($50.00). Bids shall also be accompanied by a financial statement, a statement of experience, the bidder’s proposed plan or plans for performing the contract, and the equipment that the bidder has available for the performance of the contract.


In compliance with I.C. 22-5-1.7, all bidders, prior to entering into or renewing a contract for services with the Town of Geneva, shall sign a sworn affidavit that affirms that the business entity has enrolled and is participating in the E-Verify program; provides documentation to the Town of Geneva, Indiana that the business entity has enrolled and is participating in the E-verify program and signs an affidavit affirming that the business entity does not knowingly employ an unauthorized alien (I.C. 22-5-1.7-11(b). The bidder shall not be required to verify the work eligibility status of all newly hired employees through the program if the Program no longer exists.


All bids shall be filed with the Clerk-Treasurer of the Town of Geneva, Indiana on General Bid Form No. 96, prescribed by the State Board of Accounts.
The Town of Geneva reserves the right to reject any and all bids.
